This is why Snow kept his cool and sweeped his doubts under the rug after Hope’s mom slipped from his grip and the other Purgees fell to the lake below. He had to keep his hero face on for NORA, or else they would’ve never been able to rescue any Purge survivors. Snow admitting that his actions of involving people were indeed his fault and not smart at all, it’s a big step for him.
Hope finally gets the courage to take a stand and confront Snow after so long. It’s obvious to say that he has come a long way since the beginning of the game where he felt scared and alone. This scene between these two is a perfect example of character development.
